This paper was prepared and presented to the Faculty of the University of Minnesota as part of the work of a candidate for the degree of Doctor of Philosophy.
I am indebted to the late Prof. John Norton Pomeroy for the greater part of the translations from French writers on international law, and to the officials of the Department of State at Washington for their courtesy in allowing me access to the library and archives of that Department.

Paperback. Zustand: New. Print on Demand. This book delves into the historical background of the United States' ongoing territorial conflict with the British over fishing rights in the northeastern waters. The author meticulously traces the origins of the dispute back to the 1783 Treaty of Paris, arguing that the British government's original concession of fishing rights to American citizens was a strategic move to detach the United States from its alliance with France. However, the author also explores the broader context of the conflict, placing it within the framework of centuries-old European rivalries for control of the lucrative North American fishing industry. The book skillfully analyzes the various legal and diplomatic battles that have been fought over these rights, highlighting the enduring significance of this issue for both nations.
